Prime Minister G.Zandanshatar has issued an order to disclose information that is not classified as confidential under the Law on State and Official Secrets and to strengthen regulations governing official secrecy within public institutions.
In response, the Cabinet Secretariat has drafted amendments to the Law on State and Official Secrets and held a public discussion on the proposal on September 29, 2025.
If adopted, the amendments will provide a stronger legal framework for ensuring the transparency of information held by state institutions, except for data deemed state secrets. The legislation is also expected to play a key role in safeguarding citizens’ right to access information and in promoting the principles of openness and accountability in government activities.
The draft law has been posted on the website of the Cabinet Secretariat and the Unified Legal Information System, allowing citizens to submit their comments either in writing or electronically.
