Prime Minister of Mongolia N. Uchral is participating in the 11th Eastern Economic Forum being held in Vladivostok, Russian Federation.
On September 2, 2026, Prime Minister N. Uchral paid a courtesy call on President of the Russian Federation Vladimir Putin on the sidelines of the Forum.
At the beginning of the meeting, President Vladimir Putin thanked Prime Minister N. Uchral for accepting the invitation to attend the Eastern Economic Forum and for coming to Vladivostok. He noted that Mongolia-Russia relations have a long-standing history and emphasized that Mongolia is an important strategic partner of the Russian Federation in the Asia-Pacific region.
President Vladimir Putin also highlighted his meeting with President of Mongolia Khurelsukh Ukhnaa on September 1 in Bishkek, Kyrgyz Republic, on the sidelines of the expanded meeting of the Council of Heads of State of the Shanghai Cooperation Organization. He noted that the two leaders had exchanged views on a wide range of issues aimed at further deepening the Comprehensive Strategic Partnership between Mongolia and Russia and enriching it with new substance.
“Trade turnover between the two countries increased by more than four percent last year. The Interim Free Trade Agreement between Mongolia and the Eurasian Economic Union and its member states entered into force in July. This will create favorable conditions for Mongolia to supply its goods to the Eurasian Economic Union market,” President Putin said.
In his remarks, Prime Minister N. Uchral emphasized that developing friendly and mutually beneficial relations and cooperation with Russia as a good neighbor is one of Mongolia’s foreign policy priorities.
He also expressed satisfaction with the regular high-level and top-level dialogue and meetings between the two countries, and stated that, as Prime Minister, he would attach particular importance to ensuring the implementation of agreements and issues discussed at the level of the two countries’ Heads of State.
The two sides discussed expanding cooperation in strategically important sectors, including energy, transport, infrastructure, mining and agriculture; ensuring Mongolia’s fuel and energy security; maintaining a stable supply of gasoline, fuel and petroleum products; and developing a railway corridor connecting Mongolia, Russia and China. They reached concrete decisions on these issues.

The two sides agreed to accelerate the implementation of specific bilateral economic projects and programmes, including the Thermal Power Plant No. 3 project, a joint study of the Asgat mine, a project to supply natural gas to China through Mongolian territory, and fuel supply.
The two sides also agreed to cooperate in combating highly infectious animal diseases and expanding vaccination efforts. These measures will help remove export barriers, support effective implementation of the Interim Free Trade Agreement between Mongolia and the Eurasian Economic Union, and increase exports of livestock products.
