Prime Minister N. Uchral visited Baganuur on July 4 to review preparations for a USD 134 million coal pyrolysis plant, a key project under the Baganuur Industrial and Technology Park.
Once operational, the plant will process 1.8 million tonnes of coal annually to produce 600,000 tonnes of semi-coke fuel, enabling Mongolia to fully meet Ulaanbaatar’s winter fuel demand from domestic production. The facility will also generate 40 MW of electricity, with 26 MW supplied to the central power grid.
The plant will use pyrolysis technology to convert coal into cleaner-burning semi-coke while producing other coal-chemical products. According to pilot results, the fuel could reduce air pollution by 50–60%, including significant reductions in particulate matter and harmful emissions.
The Government estimates the project will reduce annual public spending on coal briquettes subsidies and imported semi-coke by more than MNT 200 billion.
Prime Minister N. Uchral said the project marks an important step toward developing Mongolia’s coal chemical industry and increasing the value added from the country’s mineral resources.
Construction is expected to be completed in early 2028, with commercial production scheduled to begin in the second quarter of 2028.
